I don’t know how to tell a lot of things in my heart. Many people said what they thought. They said, “I can complete those things. I can definitely complete those things.” They listed more than ten or one hundred items. They are extremely capable, so they can do (so many things). However, as for me, I am unable to do (as many things); therefore, I cannot list any items for you.

The reason why I want to run for this (township chief) with those fellows is because something is in my mind. I cannot set it free; I feel terrible. Every one thinks that Yayo that….., (the nuclear waste) was dumped at Jimaramey. We have sympathy for the village where the nuclear waste was dumped. They are like people who are despised by others, not offered money for it.

This has given them a headache because they had no idea how to solve it (move to another place). What can we do if they didn’t know what to do? This matter is not acceptable on the island.

We inherited this land from our ancestors. All food we eat was created by God. Now that the land has been entrusted to us, we need to protect it. We are (the owners of the land). It is true.

How come (the other candidates) are talking nonsense? As for me, I don’t need to say too much, because I don’t know anything. I have never handled those things. We only asked the local government to compensate for our houses (Lanyu’s sea-sand houses). They did appropriate the funds, but they only allotted $450,000 to each household. However, at first I asked for $800,000. Governor James Song did not respect me. That’s all right. I don’t want to explain those matters in detail, because (when fighting for it) none of our people were following me. But haven’t you heard about it before? We cannot allow the Hans to do whatever they want to the island, such as planning to build a national park on the island. Nobody joined me in protesting against this plan, so they knew nothing….

The very last time when the representative came, we went to the nuclear waste plant (to protest). But when we reached the final line, did anybody manage to get inside (the nuclear waste plant)? So don’t pretend to be fierce. We actually get scared easily, and we are timid. However, there is one thing I have to mention – if it pertains to the lives of our people on the island, we must stand firm and never balk at death. We have to insist on it and cannot become scared.

譯: 有誰像我(有膽量的)? 就像家裡的孩子一樣, 他們心裡的依靠是父母, 真的, 因為這是我們島上的習俗, 小孩子(受驚嚇)只會依靠父母, 不會隨便找人依靠; 也只有他們的父母能安撫他們的魂, 擁抱(呵護)他們。

Is there anybody as brave as me? (Our people) are like children who can only rely on their parents. Really! It is our custom for our children to find their parents when they are frightened. They will not depend on others because only their parents can pacify their souls, and hold them in an affectionate embrace.

I choose to speak about these things in our mother language, because we are Taos. I am not on behalf of Green Island. If I were to be elected as a township chief, I would set up a new village at Taikoki. I will use our ethnic language to speak if I win the election,….

The language I am using now was handed down from our ancestors. However, how about the other candidates? They are like the Hans, who are using Mandarin to address their political views. As for me, it is not the case. But later I will use that language to speak, because we are Taos.

I don’t want to say other things which I have done before because I just said, “It makes me feel embarrassed if I cannot accomplish it. If I am unable to lead our people, I will feel ashamed. If I am criticized by others, I will feel ashamed.” Some people lie to us because they cannot keep their promises. Therefore, I choose to say nothing. A lot of our young people were staying in Taipei…. But because no young people participated in the negotiations…I don’t want to elaborate on those crises that we encountered on the island.

With regard to the compensation money we received for the Lanyu’s nuclear waste, compared with the First Nuclear Power Plant in Jinshan, the Second Nuclear Power Plant in Taichung and the one in Hengchun, the price differences for each barrel are too great. It shows they really despised us.

If the township office had known how to lead our people or represent us, they should have negotiated with the central government in Taiwan to request money for paving the roads and improving or adding to the equipment of the hospital (Health Clinic).

This matter did not begin when I was the representative, so I don’t want to mention it. Why did we need to use the money for which we exchanged our lives to make new roads (improving the condition of the roads)? If they had done other things, the money would have benefited us moret.

Someone mentioned earlier the plan for building Iranomilek’s simple and convenient dock. There was indeed a budget for it, but I don’t know where they built it. Maybe they built it on Green Island. That was the issue which the government brought up recently, but I don’t know where they spent the money. Well, I don’t want to say anything about this anymore.

在坐所有的年輕朋友們, 你可能希望, 你的就業的機會在蘭嶼, 而不是只有短暫的,由行政院撥下來的三個月, 半個月的這個擴大就業機會, 你需要的是永久的在蘭嶼, 跟你的土地的非常的親密的關係的工作機會, 又可以賺錢, 誰來主導這個, 鄉公所, 蘭嶼的經濟, 蘭嶼的社會, 蘭嶼的就業巿場, 鄉公所要首當其衝, 去替各位設想, 我怎麼樣把就業機會的這些年輕人留在蘭嶼? 這個要讓蘭嶼鄉公所來思考, 而不是交給各位, 幾年上來, 我們的人才培育有幾個?我現在算一算, 台灣我們至少超過了一百多位的大專學生, 請問各位, 請問各位年輕的朋友, 有多少的人來到我們的家鄉來作業, 那是你的孩子啊, 你的弟弟, 你的妹妹, 你的姊姊, 他們為什麼不回來蘭嶼作業? 因為我們沒有很好的商業的,經濟的規畫的頭腦, 有人講要靠智慧, 是啊, 對啦, 治理一個蘭嶼當然要靠智慧, 可是你沒有魄力的時候, 這個智慧一點用也沒有啦, 我們要的是一個可以帶動蘭嶼的農夫, 而不是一個整天自己思考自己的人, 我跟各位說, 幾年下來, 我在觀察整個蘭嶼, 我一直希望有機會成為大家可以付託的人, 為什麼? 蘭嶼鄉公所, 剛剛有候選人說, 如果有人已經輸給某個候選人了, 他願意把他的智慧交給他, 各位, 我願意接這個棒, 換人做做看, 做不好讓他下台, 好不好,

The office should plan for the economy of Lanyu, the society of Lanyu, the employment in Lanyu… The office should help create jobs, so the young people can stay in Lanyu? The township office should be thinking about this for us, not leaving it to us. Over the past many years, how many of our people have received good education?
